JAMES CARTER AWARDED GRAMBLING STATE HONORARY DOCTORATE
On December 13, 2019, Grambling State University awarded James Carter the honorary degree, doctorate of laws, during its 2019 winter commencement ceremony. Carter received the University’s highest honors for his accomplishments as an attorney and public servant.
“Throughout his prolific law career, Mr. Carter has always dedicated time to public service and it’s my honor to confer his honorary doctorate ,” Grambling State University President Rick Gallot said. “During his four years of service to the University of Louisiana System Board, he has been a staunch supporter of Grambling. He is committed to seeing progress on our campus and was especially crucial in securing plans for our state-of-the-art library scheduled to open next year.”
Carter, a graduate of Howard University and Howard University School of Law, is a nationally lauded attorney. He served on the New Orleans City Council and is a current member of the Board of Supervisors for the University of Louisiana System.
“James Carter has served an integral leadership role on our Board the past three years. His wise counsel, his passion, and his tireless advocacy have influenced the growth and health of our nine member institutions,” UL System President and CEO Jim Henderson said. “I can’t think of a more deserving person for this honor.”
Carter has been part of the Board’s leadership the past three years, serving two years as parliamentarian and a year as vice chair. This month his peers elected him to serve a second term as vice chair which he begins in January.
“James’ enthusiasm and tenacity as vice chairman are unmatched,” UL System Board Chairman Mark Romero said. “His values are exemplified through his passion for students, commitment to equity, and enthusiasm for realizing a better Louisiana.”
To emphasize and preserve their value, rules of the Board of Supervisors of the University of Louisiana System allow its nine member institutions, including Grambling, to award only two honorary doctoral degrees annually.

Governor Bobby Jindal Announces the Appointment of James Carter to the University of Louisiana System Board of Supervisors
NEW ORLEANS, La. – August 17, 2015 – Governor Bobby Jindal has announced the appointment of James Carter to the University of Louisiana System Board of Supervisors. The University of Louisiana System Board of Supervisors’ responsibilities include, but are not limited to, selecting the presidents of system institutions, determining fees paid by students, purchasing land and buildings for universities, formulating curricula and programs of study, exchanging university property, seeking financial assistance for universities, and allocating university system expenditures. According to the Louisiana Constitution, the board is comprised of fifteen members, including one student member. The remaining fourteen members are gubernatorial appointments, subject to Senate confirmation, including two members selected from each congressional district and the remaining members selected from the state at-large. “This selection to serve with such a prestigious board is truly an honor and a privilege,” said Attorney James Carter. “While each college/university in the University of Louisiana System has its own specific and distinct character, the overarching goal for institutions of higher learning remains the same. I believe one of my purposes in life is to serve as a proponent for high quality education and to give back a little of what God has blessed me with throughout my professional career.” A former New Orleans City Councilman and New Orleans Criminal Justice Commissioner, Carter is the lead attorney at Carter & McKee, LLC. A native of New Orleans, Carter has extensive trial experience and a high rate of favorable verdicts. James Carter has been recognized both locally and nationally for his leadership abilities. He has been named to the New Orleans City Business Magazine 2012 Class of Leaders in Law and was appointed as a fellow to the VERA Institute of Justice. Carter was also nominated for a 2014 Litigator Award by the Trial Lawyer Board of Regents. Additionally, he holds the distinction of being a member of the Million Dollar Advocate Forum and Multi-Million Dollar Advocate Forum. James maintains an active national trial practice, fighting for his clients and serving as a trial attorney for other law firms. James Carter is married to Rene Lewis Carter who is Principal at Martin Behrman Charter School Academy of Creative Arts and Sciences. Rene was named the 2016 Middle School Principal of the Year for the State of Louisiana. Their son Brice is 12 years old.
